At 71.1 percent of the state and local government total revenues, the state and local government general revenues totaled $4.1 trillion in 2021 compared to $3.6 trillion in 2020, an increase of 12.4 percent. Insurance trust revenue ($1.5 trillion), utility revenue ($176.9 billion), and liquor store revenue ($12.8 billion) accounted for 28.9 percent ($1.7 trillion) of total revenues.
