Additional Information for NIC Cooperative Agreements

Each fiscal year, NIC is able to issue Cooperative Agreements (also known as Available Solicitations, or bids for proposal) which benefit the corrections community. NIC uses cooperative agreements to conduct much of the planning, development, and implementation of its strategic plan. A cooperative agreement is a form of assistance relationship where the National Institute of Corrections is substantially involved during the performance of the award.

All awards will be made in accord with applicable federal regulations as well as any applicable policies, procedures, or guidelines established by NIC. Based on the Institute's substantial involvement during the performance period of its projects or programs, these awards will be awarded as "Cooperative Agreements." Applicants must demonstrate that, in collaboration with NIC, they are capable of providing effective technical assistance and training to selected jurisdictions. Cooperative agreements are formally announced on Grants.gov.

Please note effective July 1, 2013 the Central Contractor Registration (CCR) has been merged to the System for Award Management (SAM). The SAM registry and Frequently Asked Questions can be reached at SAM.gov. Please note that the registration process can take up to 1-3 weeks, so please plan accordingly.
